(1) A Masjid committee would be formed in each locality where the local Masjid would be a centre having appointed a pious, popular and respectable person as the Amir (President), an educated person as the secretary and the Imam of the Masjid or a qualified person as the religious guide (Mua’llim) taking on as many members as necessary.
Every Friday before the Salah the, Mu’allim will teach a Mas'ala from the primary book of Hefajothe Islam. The taught Mas'ala should be discussed in the locality for rest of the week. Members according to their ability, should be given the responsibility to teach that Mas'ala within the week to elders and women in the locality at their allocated houses for those unable to attend the Masjid. The following week the Muallim would teach the second Mas'ala and the members would pass it to each house of the locality as with the previous week. Thus the teaching and learning of the most necessary Mas'ala would continue and with 52 masallas for the 52 weeks of the year.
(2) Recitation of the Holy Quran (Qirat) is Fard in Salah. Salah will not be valid without Qirat. Therefore the recitation from at least Surah Nas to Fil should be practised to recite them correctly. The Muallim, according to his ability, would continue to teach one surah for 5 weeks (35 days). Thus within a year, all the men & women of that locality will learn those ten surahs correctly and consequently all would have the ability to read salah correctly.
For women, a suitable place should be used as the centre for their teaching and someone should be appointed as a Muallima. To bring discipline into the work, an Amir will teach Qirat and essential Mas'ala. This should be done at a suitable time and at a particular place where the segregation according to Shariah is in place and observed. Women who would attend and learn the essential Mas'ala and Qirat, should teach the others at home and should work under the permission and guidance of their guardians or husband.
(3) The first lesson of the primary teaching book of the Hefazothe Islam is to help develop a persons ability to express himself so that he can easily pass the message of Deen (Islam) to others and does not feel uncomfortable in expressing himself in front of large numbers. In this book, the six Manzils (worlds) in human life are explained with great ease and simplicity. Every member should discuss the following six Manzils, in a planned route which can be used to help express themselves:
1st Manzil: Alam-e- Arwah ( Life as a soul)
2nd Manzil: Alam-e- Arham (Inside the Mother's womb)
3rd Manzil: Alam-e- Ajsad (Life on the earth)
4th Manzil: Alam-e- Borjokh (Life in the grave)
5th Mangil: Alam-e- Qiyamah ( Life of Judgement)
6th Manzil: Alam-e- Akhirah ( Life in the Paradise or Hell)
If it is not possible on Friday during the time of Jummah, then the members should arrange the discussion at least among themselves at any other time. The Amir should be vigilant in bringing discipline to all tasks and ensure they run smoothly throughout. The secretary should accomplish his tasks efficiently and always work in consultation with others so that there are no Fitnahs regarding matters It should be remembered that Hefazothe Islam is a non-political organisation which is not involved in politics. The objectives of Hefazothe Islam are that all believers, irrespective of their background, should know the most essential teachings of Deen, so that they may die as proper Muslims.
